the stone probably does something to make it easier for the snow to melt (like retain heat and is porous?), since there isn't as much stone at the intersections, the snow can build up and keep itself away from the stone more easily. Multiply this by millions of snowflakes and voila!
Because the sidewalk is radiant heated to keep it clear of snow and ice?
