Why Do They Get to Park Trailers On the Grass in Brooklyn Bridge Park?

The Park Ranger seems as bemused as everybody else as a film crew parked their big fat trailers on the grass. Admittedly the grass is worn out where they parked. Could this be why?

The friggin' road (New Dock Street) is only 20 feet away! Can't walk that far?
