I realize Capital NY used the verb "rove" but that is not an accurate term. The "heavily-armed" unit will operate similarly to the task force units. They will usually be assigned to events and situations in advance, with the ability to respond spontaneously when necessary, like Operation Hercules.
Thanks for the clarification. (Not as dramatic as "rove" but factually correct.)
