From the scanner: At approximately 4:10 a.m. Friday morning, a "hazardous condition" was called in regarding 161 Livingston Street near Boerum Place in Downtown Brooklyn.
FDNY and Hazmat were dispatched to the scene. No further details known.
161 Livingston Street is the site of the New Apollo Diner.

Scanner: 'Hazardous Condition' in Downtown Brooklyn
Power Out for Dozens of Bay Ridge Customers During Storm Hercules UPDATED
Electric power for 38 Con Edison customers in Bay Ridge, Brooklyn (the number of actual people affected is likely around 100) was disrupted during winter storm Hercules late Thursday or early Friday morning.
The main outage location is 73rd Street near 3rd Avenue.
Con Ed says they hope to restore power by 10 a.m. Friday.
In the Bronx, 62 customers are without power.
UPDATE 4:20 a.m.: It's fixed!

Mayor de Blasio Preps for His First Big Snowstorm, and It's a Doozy
Winter storm Hercules is shaping up to be quite a storm. The Office of Emergency Management (OEM) has issued a Hazardous Travel Advisory from 6 p.m. Thursday through 1 p.m. Friday for snow and low temperatures. Gov. Cuomo has declared a state of emergency statewide.
People are strongly advised to stay off the roads. (The Long Island Expressway in Nassau and Suffolk Counties closes at midnight.) There will be no express MTA subway service after 5:45 p.m. today. See http://www.mta.info for details.
The city has not yet advised parents on whether there is school on Friday or not, which must be very inconvenient for people trying to make plans. An announcement will be made Friday morning. (If you have to drive or if your child takes the bus, please try to take the subway instead, if it's running.)
Airports are still open but hundreds of flights have been canceled. Airport personnel are preparing cots, blankets and other essentials to be used if necessary. Check with your carrier before traveling to the airport.
According to the National Weather Service:
Winter Storm Warning now in effect until 1 pm Friday.
Locations: New York City, Northeast New Jersey and Southern Westchester County.
Hazard types: snow and blowing snow.
Accumulations: snow accumulation of 5 to 9 inches.
Winds: north 15 to 25 mph with occasional gusts up to 35 mph.
Wind chills, zero to 10 below zero late tonight and Friday.
Visibilities: one quarter mile or less at times.
Temperatures: falling through the 20s tonight and into the teens late tonight into Friday.
Timing: occasional light snow, becoming a steady wind driven heavy snowfall tonight into Friday morning.
Impacts: heavy snowfall, and blowing and drifting of powdery snow tonight into Friday will create dangerous travel conditions and could impact Snow Plowing operations. Wind chills below zero could lead to frostbite or hypothermia for anyone exposed to the cold.
NOAA adds:
Significant amounts of snow are forecast that will make travel dangerous. Only travel in an emergency. If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency.

According to NOAA, the tides will be 1 - 1.5 feet above their normal high tides Thursday morning and 1 - 2 feet above their normal high tide mark Thursday evening.
"OUTLOOK...THE POTENTIAL FOR WIDESPREAD COASTAL FLOODING EXISTS WITH THE HIGH TIDE CYCLE FRIDAY MORNING."
"LOCATIONS...ATLANTIC OCEAN FACING SHORELINES...NEW YORK HARBOR...AND THE NORTHERN SHORELINE OF THE SOUTH SHORE BAYS OF LONG ISLAND."
This is in addition to the "near-blizzard" conditions predicted for Thursday evening into Friday morning by NOAA.:

Joined on stage by Bill Clinton, Harry Belefonte, Public Advocate Tish James, David Dinkins, and his family, Bill de Blasio formally took the oath of office today shortly after noon.
"Our common cause is to leave no New Yorker behind," de Blasio said.
Pres. Clinton called de Blasio's family, "our real modern family.” De Blasio thanked ex-Mayor Bloomberg for his committment, Chiara de Blasio blew kisses and a DJ played hip hop.
Dasani Coates, the homeless girl made famous in a NY Times series, held the bible as Ms. James was sworn in.

Video: Mayor Bill de Blasio Swears in at Midnight in Brooklyn
Bill de Blasio was sworn in as 109th Mayor of the City of New York by NY State Attorney General Eric Schneiderman, at the Mayor's home in Park Slope at 12:01 a.m. early Wednesday morning .
Former president Bill Clinton will formally swear de Blasio in again at City Hall Wednesday at noon.
On Tuesday, de Blasio made five more key appointments: Gilbert Taylor will serve as Commissioner of Homeless Services; Polly Trottenberg will serve as the Transportation Commissioner; Bob Linn will serve as the Director of Labor Relations; Stanley Brezenoff will serve as an unpaid Special Adviser to the First Deputy Mayor; and Kyle Kimball will continue to serve as the President of the New York City Economic Development Corporation.
On Monday, de Blasio chose Brooklyn's own Carmen Farina as Schools Chancellor.

Fireworks Over NYC, Brooklyn Celebrate New Years 2014

If you're inland in Brooklyn, you'll see firework being launched from the Long Meadow of Prospect Park.
From Brooklyn Heights, Cobble Hill, DUMBO, Red Hook and other waterfront neighborhoods, catch the display being shot from New York Harbor, near Liberty Island.
In central Manhattan, the fireworks are erupting from Cherry Hill in Central Park.

How to 'Tree-Cycle' Your Christmas Tree in Brooklyn

1: The NYC Dept. of Sanitation will begin its annual Christmas tree curbside collection and recycling program on Monday, December 30. The program will run through Wednesday, January 15, 2014.
Trees will be collected, chipped and made into compost for city parks, ball fields and community gardens. (Remove all tree stands, tinsel, lights and ornaments from trees prior to placing trees curbside.)
In Christmases past, the DSNY has typically collected about 140,000 Christmas trees for “tree-cycling.”
2: As an alternate, the Parks & Recreation Department will be hosting Mulchfest 2014 on Saturday, January 11, 2014 and Sunday, January 12, 2014 from 10 A.M. to 2 P.M. at drop off sites throughout the city.
