The 43rd annual West Indian American Day Parade snaked along Eastern Parkway from Rochester Avenue to the Brooklyn Museum in perfect weather yesterday -- one block shorter than usual (a cost-cutting move). Several estimates put more than three million in attendance at the "largest carnival parade in North America."
