You're looking at Brooklyn's newest party venue -- called the Blue-Box Cafe -- located on the south end of Pier 1 at Brooklyn Bridge Park.
As explained on the door of the Blue Box Cafe (shown below), customers must be 18 to party and 21 to drink. The cafe sign says it will be open 24/7.
The cafe is probably much larger on the inside than it is on the outside -- "blue box" is a reference to Dr. Who.
(Actually, it's just a metal container belonging to the Trevcon Construction Company, doing work on the pier this week.)
